As a Chaplain and Ministry leader with Urban Survival USA Ministry,(http://www.urbansurvivalusa.com) here in Haltom City, I have been given a strong passion to fight against those who are or have been oppressed by others, or with intimidation, manipulation, control and authority that is far beyond what was ever meant to be given to those in leadership. I have talked with numerous citizens of our community that have been victimized and forced to conform or else they will lose their property by demolition, or be fined beyond what any reasonable person would receive. Had their Certificate of Occupancy ignored or denied for reasons like no adequate parking, when this has been an existing business for years, now the parking is not adequate…
Many people are wanting to know about the water and the sewer charges on our city bill.
Haltom City purchases its water from Fort Worth Water Department, at the January billing; Fort Worth charged Haltom City $2.3612 for 1000 gallons. So if your bill says your household used 2963 gallons of water for the previous month; that means your bill should reflect a charge of less than $7.00 for water. It is $2.3612 that is dollars, $2.36 for 1000 gallons. Now there is also a user charge that Fort Worth Water Department Charges Haltom City residents and for January 2025 that fee was $36,055.43. There is also a $50.00 fee for two meters.
However, when you divide that fee among all the residents of this city, the fee is very small in comparison to what people are being charged. We also have to consider the overhead but if you charge each household a small minimal fee of $10-20.00 per month, you are still more than covering the overhead.
I do not at this time have the information on the sewer bills, except what we already know, the charges were raised 18% and we really do not understand how that is justified. It is just way out of control. We also have additional fees on our water, sewer billing: Refuse and storm water fees.
Why we need to Change the Home-Rule Leadership? Because we are not in control of our land, our rights or our liberty.

Some of the Issues
In our loving hometown, city officers are industriously improving their facilities and adopting a vigorous stance on code regulations, which, though resulting in a cleaner city, also leads to skyrocketing taxes and exorbitant water and sewer bills. The governing system, a Home Rule Charter, is presently managed by a City Manager who isn’t an elected official – an individual the We the people can neither appoint nor dismiss.
Unlike most civic offices, this crucial position is beyond the reach of public influence, leaving the people with scant control over the future of our city. This has caused us to feel like silent observers in our own hometown, lacking control over decisions that directly impact our lives. This isn’t the embodiment of a functioning democracy, where power is vested in the hands of the public.
Let us make no mistake: this isn’t an attempt to undermine the efforts of the City Manager or the current local government. This is about ensuring that every significant decision about our beloved city isn’t just made for the people but by the people, through duly elected representatives.
Converting governance from the Home Rule Charter to being controlled by a Strong Mayor and several Council members would grant citizens the right to directly influence the decisions and policies affecting their city. Such elected officials could be held accountable in the event of any mishaps or non-performance, ensuring that the best interests of all residents are kept paramount.
We believe in the power of public participation, the efficacy of democracy, and the importance of our voice! We are the people, taking action to ensure the city we love is governed with our input, shaping the future we want to see.
